CQC’s multi-stakeholder alignment work fosters collaboration among purchasers, payers and providers to drive impact. To advance evidence-based practices, CQC works to align payment and other care delivery system supports to improve outcomes, enhance efficiency and create sustainable system-wide improvements.
Our Expertise
- Expanding Evidence-Based Practices. Collaborating with stakeholders to scale evidence-based practices and align performance measures through initiatives that emphasize health equity, patient experience and outcomes.
- Building Consensus on Priorities. Facilitating workgroups and advisory committees — such as CQC’s Health Equity Advisory Group, Behavioral Health Integration Initiative Advisory Group, Advanced Primary Care Work Group and California Medicare Collaborative — to build consensus on priorities and provide strategic guidance for our alignment efforts.
- Turning Priorities into Action. Supporting stakeholders in turning shared priorities into aligned initiatives to ensure sustainable improvements in care delivery.
- Facilitating Improvement and Learning Collaboratives. Guiding payers and stakeholders in designing shared programs that directly support provider organizations. Many of these programs span multiple years and include personalized coaching, virtual peer sharing, site visits and data analytics to build capacity and foster a sustainable, accessible health care system.

- Coordinated Implementation. Offering practical tools, coaching and guidance to help stakeholders translate plans into aligned, actionable initiatives.
- Ongoing Collaboration and Accountability. Maintaining continuous engagement through advisory groups, workgroups and collaboratives to track progress, share learnings and ensure long-term success.
Proven Impact
- Through the California Advanced Primary Care Initiative, CQC aligned seven major payers, affecting 18% of California’s population at the time, to voluntarily strengthen primary care through alignment. In partnership with the Integrated Healthcare Association, Aetna, Blue Shield of California and Health Net, the Payment Model Demonstration Project will support up to 30 independent practices with financial aid and technical assistance to improve primary care delivery and outcomes.
- CQC engaged with four large purchasers, including Covered California and CalPERS, to assess advanced primary care delivery through the Advanced Primary Care Measurement Pilot. Together, these purchasers cover over 42% of California’s population, driving alignment on performance measures focused on outcomes.
- CQC, in partnership with the California Health Care Foundation, Health Net and L.A. Care Health Plan, launched the Equity and Quality at Independent Practices in LA County improvement collaborative aimed at reducing disparities in care experienced by Medi-Cal enrollees of color. This program supports 35 practices, serving over 41,000 Medi-Cal enrollees.
- The Behavioral Health Integration Initiative Advisory Group supported CQC in devising curriculum areas of focus to prepare nine provider organizations participating in CQC’s CalHIVE Behavioral Health Integration improvement collaborative, who support over 500,000 Californians, in integrating behavioral health services into primary care, focusing on improving screening and care for depression and anxiety.
